UAE’s New Fire Safety Rules for Lithium Batteries and EVs Explained

If your building has an EV charging station, a battery energy storage system, or a data centre with lithium-ion UPS banks, the UAE’s updated fire safety requirements now apply to you directly. What Has Changed

The code of the UAE Fire and Life Safety has been regularly updated to take into consideration the specific hazards presented by batteries. The amendment to Abu Dhabi’s Civil Defence Code 2016 was issued as Part IV of 2016 in March 2026 by 54 formalized amendments, with stipulations specifically addressing energy storage solutions (ESS). Dubai Civil Defence has also revised its technical circulars and Sharjah announced a new set of regulations for EV charging stations in January 2026.

For transport, lithium battery-powered vehicles are now to be reported as UN 3556 (formerly UN 3171) from 1 January 2026, incorporating the dangerous goods transport regulations more tightly with international standards. On the suppression side, Civil Defence has begun approving specialised agents including Thermal Runaway Fluid (TRF), designed to encapsulate and cool lithium cells to stop fire propagation at the source. Standard water suppression is not adequate for lithium cell fires.

What Buildings and Facilities Need to Do

If your premises include battery infrastructure like EV chargers, energy storage, server room UPS, or battery-backed lighting systems, here is what the updated code expects:

  • Update your fire risk assessment to classify battery storage areas at a higher hazard category, aligned with current NFPA standards.
  • Install or upgrade to a certified thermal runaway detection system, standard smoke detectors are not sufficient for early-stage lithium cell failure.
  • Ensure lithium-ion battery storage rules in the UAE compliance for your facility type. The storage requirements vary by building class, quantity, and proximity to occupied spaces.
  • Obtain or renew your Civil Defence Certificate, now a strict prerequisite for both legal operation and insurance coverage in Dubai.
  • For EV charging infrastructure, align with EV fire safety regulations for UAE, coordinating with DEWA (Dubai), ADDC (Abu Dhabi), or AADC (Al Ain) depending on your emirate.

The 90-Minute Fire Resistance Requirement

One specific 2026 update worth flagging: exit staircases and corridors in buildings with battery systems are now subject to a 90-minute fire-resistance requirement, up from the previous standard in many building types. This affects both new builds and, for some categories, existing facilities undergoing significant fit-out changes.

Why This Matters to Building Owners

Battery fires behave differently to conventional fires. They self-sustain, can reignite hours after apparent suppression, and produce toxic gases. A fire system designed for a standard commercial occupancy is not designed for this risk profile. Setting the system specification correctly, and having it approved by Civil Defence before starting the building or fit-out, is the only way to prevent expensive remedial work and enforcement.
